The ATM must have malfunctioned, it's really strange how it started spewing money like that. However, every ATM is under surveillance, so if you did get some, you'll have to return it.

If you pick up 15,000 that someone else dropped in an open area, you might get some reprimand at most. But if you get caught, you're most likely going to jail, so it's better not to take it if you ever come across an ATM spewing money.
