MGM Cotai plans to revitalize the Inner Harbor and its surrounding areas.

According to a plan presented by the Macau SAR government (ZF) and MGM Cotai, the St. Paul's Hill, Mount Fortress, and its surrounding areas, along with Inner Harbor Pier 23 and 25, are set to undergo revitalization. Different concessionaires in Macau have identified six areas in Macau that need revitalization as part of a larger effort.

Jennifer Lai, the Director of Innovation and Public Affairs at MGM, proposed this revitalization plan, known as ""Protect, Revitalize, Coexist."" The historical buildings, dating back to 1948 and 1950, will be the focal points of Inner Harbor Pier 23 and 25. MGM aims to transform these buildings into a multifunctional cultural and tourism center.

As part of this plan, there will be an Inner Harbor Market, gift and souvenir shops, a visitor center, a bookstore, a sea-view café, cultural and creative enterprise spaces, private rooftop areas, and Instagram-worthy photo platforms. MGM will collaborate with the SAR government to promote art and cultural initiatives and assist small and medium-sized enterprises through collaborative projects to improve the operation of St. Paul's Hill, Mount Fortress, and its surrounding areas in the short to medium term. Additionally, MGM and the Cultural Affairs Bureau will work together to plan the ""2023 St. Paul's Hill Mid-Autumn Festival,"" which will include light displays and regional performances.

MGM's Chairman and CEO, Hubert Wang, emphasized the company's commitment to assisting the SAR government in revitalizing historical areas. The project is viewed as a long-term endeavor aimed at connecting many attractions in the area through the revitalization plan. Previously identified revitalization areas by the Macau SAR government include Lilau Square (supported by Galaxy Entertainment), Rua do Cunha (supported by Wynn), Areia Preta Seaside Promenade, Rua Cinco de Outubro (supported by Wynn Macau), and the Macau Longevity Firecracker Factory (expected to be supported by Sands China)."
