The Osaka IR plan, scheduled to open in 2030, is considering the addition of non-gaming elements such as theme parks, marine leisure facilities, and large shopping malls to double its expected non-gaming revenue and attract more foreign visitors. This proposal demonstrates a comprehensive approach to the Osaka IR project, aimed at promoting Japan's government goal of opening up the gaming industry. According to the Resona Research Institute report, by introducing commercial, theme park, and marine leisure facilities to the Osaka Integrated Resort, following the Singapore model, it can generate at least 250 billion Japanese yen in non-gaming revenue annually. This move not only enhances the project's profitability but also contributes to the growth of international tourism.

The consortium of Melco International and Orix anticipates an annual revenue of 520 billion Japanese yen from the Osaka IR, including 420 billion Japanese yen from gaming and 100 billion Japanese yen from non-gaming. The Resona Research Institute suggests that the addition of large commercial facilities can increase non-gaming revenue by 100 billion Japanese yen annually. In the development plan of the Osaka Integrated Resort, theme parks are considered a key factor in non-gaming revenue growth, with an estimated increase of approximately 40 billion Japanese yen. Marine leisure facilities are expected to contribute about 20 billion Japanese yen. The introduction of these non-gaming elements will provide visitors with more diverse entertainment options, enhancing the overall tourist experience.

The Osaka Integrated Resort plan will include 2,500 hotel rooms, as well as facilities such as dining, food and beverage services, retail spaces, spa, fitness center, and banquet halls. Additionally, a theater, approximately 400,000 square feet (around 37,161 square meters) of conference facilities, and 330,000 square feet of exhibition space will be established. It is estimated to host approximately 20 million visitors annually and will be operated by 15,000 employees. The development plan for the Osaka Integrated Resort has received provisional approval from the Japanese central government. Osaka Prefecture plans to finalize the project implementation agreement with the Melco and Orix consortium by September 2023. Bill Hornbuckle, CEO and President of MGM Resorts International, mentioned that the project may have a slight delay compared to the initial forecasts, with a potential opening date in the first or second quarter of 2030.

The Osaka IR plan, with the addition of non-gaming elements, demonstrates significant potential. By boosting non-gaming revenue and attracting more foreign tourists, Osaka is set to become a destination for integrated resort tourism in the future.
