In the development plan of the Osaka Integrated Resort, theme parks are considered a key factor in non-gaming revenue growth, with an estimated increase of approximately 40 billion Japanese yen. Marine leisure facilities are expected to contribute about 20 billion Japanese yen. The introduction of these non-gaming elements will provide visitors with more diverse entertainment options, enhancing the overall tourist experience.

The Osaka Integrated Resort plan will include 2,500 hotel rooms, as well as facilities such as dining, food and beverage services, retail spaces, spa, fitness center, and banquet halls. Additionally, a theater, approximately 400,000 square feet (around 37,161 square meters) of conference facilities, and 330,000 square feet of exhibition space will be established. It is estimated to host approximately 20 million visitors annually and will be operated by 15,000 employees. The development plan for the Osaka Integrated Resort has received provisional approval from the Japanese central government. Osaka Prefecture plans to finalize the project implementation agreement with the Melco and Orix consortium by September 2023. Bill Hornbuckle, CEO and President of MGM Resorts International, mentioned that the project may have a slight delay compared to the initial forecasts, with a potential opening date in the first or second quarter of 2030.
